Agencement et transformation numérique des pratiques d’engagement en situation de crise : le cas du Gouvernement ouvert du Canada

This paper focuses on the entanglement of engagement practices of the Open Government of Canada in the wake of public organizations digital transformation during the Covid-19 pandemic. Embracing a practice-based research and constitutive communication of organizations approach, this paper follows the steps of thematic analysis of discourses of five managers collected from thirteen online meetings during remote working. Our findings show that the digital transformation of engagement practices is a process of agencement that goes beyond the integration of digital tools and technologies. We highlight therefore the way digital transformation of engagement practices is influenced by communicative processes oscillating between “knowing” and “doing”, alongside the development of knowledge enabling communication in digital context.
